Tropical cyclone Leon has exited the Philippine area of responsibility (PAR) after weakening into a severe tropical storm, as reported by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Friday, November 1. As of 4 a.m., Leon was tracked at 550 kilometers north northwest of Itbayat, Batanes. With maximum sustained winds of 100 kph and gusts up to 140 kph, Leon continued to move northwestward at a speed of 20 kilometers per hour.

The effects of Leon's circulation are still evident despite its exit from PAR. The regions of Batanes, Babuyan Islands, northeastern mainland Cagayan, and eastern Isabela are expected to experience gusty conditions due to the wind flow from the cyclone. Additionally, PAGASA issued a gale warning for the northern seaboard of Northern Luzon, warning sailors about rough to very rough sea conditions with waves anticipated to reach up to 4.5 meters.
