Chinese National Arrested for Animal Cruelty in Makati

A Chinese national, Jiang Shan, has been arrested for allegedly kicking a community cat to death in Makati City. He was found to be an overstaying tourist and is now in custody pending deportation. Animal welfare advocates have condemned his actions as a violation of the Animal Welfare Act.


Chinese National Arrested for Animal Cruelty in Makati

The Bureau of Immigration (BI) detained a Chinese national, previously charged with animal cruelty after he struck a cat from the local community to death in Makati City. BI established that the suspect, 32-year-old Czyan Shan, arrived in the Philippines as a tourist in May 2023 but was unable to renew his visa in September 2023.

He is currently under BI custody at the agency's detention facility in Bicutan, Taguig, awaiting deportation proceedings. Representatives from animal welfare groups reported the incident, calling it a violation of the Animal Welfare Act of 1998 (Republic Act 8485).

"This has become a prime example of brutality towards animals, and it is unacceptable that foreigners who do not respect the laws of our country just remain here and continue to commit violations," said a representative from local animal protection organizations.
