
The National Intelligence Agency for Coordination of Operations (NICA) presented its theory about how the dismissed mayor of Bambana, Tarlaka, Alisa Guo, may have traveled from the Philippines and reached Indonesia. During the hearing in the Senate, NICA Director Ferlu Silvio suggested that Guo and her alleged brothers might have left the country via the southern route 'through the back door', traveling from the Philippines to Kota-Kinabalu, Malaysia, then to Kuala-Lumpur, and finally reaching Batam, Indonesia.
The Bureau of Immigration supported the NICA theory, with employees suggesting that Guo likely left the Philippines through the Tavi-Tavi area by sea to Malaysia. Nevertheless, the exact point of departure from the Philippines remains unclear. The agency referred to a document, evidencing that the alleged sister of Guo, Sheyla Guo, arrived in Kota-Kinabalu, which, as it seems, served as the departure point.
