Congresswoman Magsino is pushing for an investigation into fraudulent practices affecting balikbayan boxes, aiming to protect Overseas Filipino Workers and their families from losses.

The congressional Magisyn expressed gratitude for the support of the BoC and noted the resolution of the Senate, which requires the conduct of audits regarding the fraudulent practices of certain exporters. This investigation is aimed at preventing delays, theft, and loss of baling containers, with the ultimate goal of identifying violators and considering necessary legislative measures.

The deputy commissioner of the BoC, Vincent Philip Maronilla, stressed the agency's readiness for investigations, noting that complex legislation and a coordinated approach are essential for addressing long-standing problems of Filipino fishers.

"The Customs Bureau supports this investigation and will fully endorse the initiative of Magisyn. Among the increasing complaints about abandoned baling containers by unscrupulous freight forwarders, a representative of the OFW party Marissa 'Del’ Mar' Magisyn emphasized the need to ensure the safety of Filipino fishers.

In a recent statement from the Bureau of Customs (BoC), Magisyn insisted on operational measures to ensure the timely delivery of these fishing supplies to the sea-faring fishermen, while the BoC is already intensifying measures against fraudulent practices."

BoC officials identified key initiatives, including new legislative proposals, updated norms, and current partnerships, aimed at optimizing the processing procedures for confiscated baling containers.

On today's date, the BoC successfully returned more than 11,000 containers to rightful owners, while the Department of Migrant Workers (DMW) is preparing to distribute an additional 4,000 containers, at the moment that the BoC is processing.

One of the main regulatory changes is the Customs Management Indicator project (CAO), which contains clear guidelines for consolidators and deconsolidators managing baling containers. This project, currently under consideration at the Department of Finance (DOF), aims to enhance accountability and ensure efficient delivery of supplies to recipients.

Moreover, the BoC filed 11 criminal complaints with the Department of Justice against fraudulent deconsolidators, and several cases are still under investigation.

"With the limited control over deconsolidators, a comprehensive approach from all levels of government is necessary," noted Maronilla.
